The Community Advisory Committee (CAC), provides a link between the Alliance and the Community. CAC members advise the Alliance on cultural, linguistic and policy concerns. They offer the Alliance a member’s point of view about the needs and concerns of special groups such as older adults and persons with disabilities, families with children, and people who speak a primary language other than English.

All meetings are open to the public.

The Community Advisory Selection Committee (SC) chooses and recruits members for the Community Advisory Committee (CAC). They ensure the CAC members represent the Medi-Cal members that the Alliance serves.

The Finance Committee takes up all issues and makes recommendations to the Board pertaining to rate structure, budget, fiscal strategy and policy, financial projection, investment, selection of banks and depositories, and other fiscal matters.

The Quality Improvement Health Equity Committee (QIHEC)

The QIHEC is responsible for the implementation, oversight, and monitoring of the QIHE Program and Utilization Management (UM) Program. The QIHEC recommends policy decisions, analyzes and evaluates the QIHE work plan activities, and assesses the overall effectiveness of the QIHE Program. The QIHEC reviews results and outcomes for all QIHE activities to ensure performance meets standards and makes recommendations to resolve barriers to quality improvement activities. The QIHEC is a standing committee of the BOG and meets a minimum of four times per year, and as often as needed, to follow up on findings and required actions.

Access & Availability (A&A) Committee

The Access & Availability (A&A) committee is a sub-committee of QIHEC. A&A monitors and reports metrics that ensure members receive access to quality health care services in a timely and accessible manner. The Alliance is committed to providing its Medi-Cal and Group Care members with adequate access to facilities and providers throughout Alameda County. A&A metrics and activities are reported to the QIHEC for review and recommendations. A&A meets at least quarterly.

Internal Quality Improvement Committee (IQIC)

The Internal Quality Improvement Committee (IQIC) is a sub-committee of QIHEC. IQIC reports the quality of clinical care, patient safety, customer service, performance improvement and Joint Operations meetings activities to QIHEC. The primary roles of IQIC is to maintain and improve clinical operational quality, review organization-wide performance against Alliance quality targets, and communicate the results to QIHEC for review and recommendations. IQIC meets at least quarterly.

The primary purpose of the Peer Review and Credentialing Committee (PRCC) is to review information related to the credentials and privileges of practitioners who are applying for affiliation or a contractual relationship with the organization, whether as a new practitioner or for recredentialing. The foundation for credentialing is to ensure quality and to comply with regulatory requirements, accreditation standards, organizational bylaws, and individual contracts.

The Alliance Peer Review & Credentialing Committee (PRCC) reviews concerns and makes recommendations to the Board of Governors regarding provider credentialing and recredentialing, patient safety events, peer review, and provider-related grievances and complaints.

This committee holds closed meetings in accordance with the California Welfare and Institutions Code Division 9, Part 3, Chapter 7, and other applicable laws.

The Pharmacy and Therapeutics (P&T) Committee makes recommendations to the Board of Governors on all matters related to the therapeutic use of medication and certain medical supplies. The goal of this committee is to ensure that the Alliance Medication Formulary provides safe and quality care.
